Power Apps and Automate Flow for multistep Approval process with manual push to go to next Approver

Hi Community friends,

Happy New Year!  I am developing a Power Automate solution for Biz side at my org regarding "Review and Approval process of new Proposal Request" submitted by a person, BOM.

 

There are several Reviewer/ Approvers BOM submits [the info is not stored in Share Point List, but dynamically needs to be pulled from the form submission]. The first reviewer, FEDM is notified to review the Proposal Doc [ and supporting docs] and make a decision [Approve/ Reject]. When the FEDM submits the decision, BOM is notified, and he/she will check the comments and may need to update the Proposal Doc. After that, BOM will push the process to go to next reviewer. BOM mentioned 'Functional Support needed?' yes/no at form submission. with yes- BOM submits 1 or many FS people info via the form. If yes, those FS people are notified for Review and decide. BOM is notified of the decision and BOM may update the Doc and then pushes for next person. If no, then it skips FS people review and goes to Approver 1, if Approver1 decides "Approve", BOM is notified of the decision and BOM doesn't need to push, it directly goes to Approver 2. If Approver1 decides "Reject"- BOM is notified and may need to update the Doc and then pushes to Approver1 again until Approver1 "Approve" [BOM continues to update the doc].

 

For implementation of this Solution- I have A Power App that BOM uses the Request Form to submit a Proposal Request with the Required fields.  The info is saved in a Share Point List1, The App calls a flow to create a folder in a SP doc Lib for that Proposal and saves the docs with a link of this folder in List 1. A flow starts [from the Power App sending Proposal ID] for the Response Tracking process- [I saw few videos including Reza Dorrani's, Dynamic Approvers and Multi level Serial Approval]. it asks the Reviewer1/ FEDM [I used Start and wait for an approval Action], After FEDM makes a decision, the "Response" info are saved in SP List 2, BOM is notified via an email with link to the Docs folder [for BOM to go and update the Proposal Doc] and also a link to the App [deep linking] to the Response form with the Approver name, decision, dates, etc. I have a Column in List 2 [Yes/ No for "BOM asking Next Reviewer?" with default value set to No]. In the Response form- the BOM checks the comment, may update the Doc and then slides that Field it to "Yes" to push for next Reviewer. In the flow- I have used next step with Trigger "When an item or file is modified" to check List 2 and then "Get changes for an item or file (properties only)" and the added a Condition to check if that Col is True. If it's True, then "Start and wait for an Approval" and asks the next Reviewer.

The steps begin with expected actions working all good, but for Response tracking process- it gets stuck at the "When an item or a file is modified" step [even the BOM pushes the field to Yes in the Response form and List 2 Col is changed to Yes/True]. Is it due to adding a Trigger action inside the Flow [usually I see all examples having the Trigger action as the first step of the Flow!]?

Any suggestion reg how the BOM [may or may not update the doc] can push the process to go ask the next Reviewer efficiently? Many thanks.
