Credits Exhausted in Power Automate

One of our users is attempting to create/run a Power Automate flow that uses AI Builder capabilities but is encountering the following error:
user is assigned M365 E5 license and Microsoft 365 Copilot license. please guide me how to fix the issue.
 
“All Copilot Credits & AI Builder Credits in this environment have been consumed.
Copilot Credits and AI Builder Credits available for this environment have all been consumed for this month.
You cannot run AI Builder actions any more in this environment before next month, unless additional Copilot credit or AI Builder credit capacity is purchased and/or allocated.”

    Neither M365 E5 nor the Microsoft 365 Copilot license includes AI Builder credits for Power Automate flows.
    The M365 Copilot license covers interactive agent usage in Teams and Copilot Chat, but AI Builder actions in cloud flows always consume credits separately - so both pools ran dry and the flow is blocked.
     
    First thing to check - go to Power Platform Admin Center > Licensing > Capacity add-ons and see if your tenant has any credits sitting unallocated at the tenant level. If yes, assign them to this environment. Also make sure Allow users to consume unassigned AI Builder credits is turned on in settings.
    If there are no credits anywhere:
    - Wait until the 1st of next month, resets automatically
    - Purchase Copilot Credits via a Copilot Studio prepaid pack or set up Pay-as-you-go via Azure
    - If you are an existing customer you can still buy AI Builder capacity add-ons from M365 admin center > Billing > Purchase services > search AI Builder
     
    How many AI Builder actions does this flow run roughly per month? That will help figure out what capacity makes sense.

    The issue is due to AI Builder credit exhaustion at the environment level.
    To resolve it, either wait for the monthly reset or purchase and allocate additional AI Builder capacity.
     
    Best approach:
    • Purchase AI Builder credits
    • Allocate properly per environment
    • Monitor usage proactively
