Flow not triggering when Quote status changes to Won via Create Order action in Dynamics 365 Sales

I have a Power Automate cloud flow with a Microsoft Dataverse trigger "When a row is added, modified or deleted" on the Quotes table with filter statecode eq 2. The flow does not trigger when I click "Create Order" on an Active Quote in Dynamics 365 Sales Sandbox environment. The flow works correctly when I manually modify other fields on the Quote.

Questions:

  1. Does the "Create Order" action update the Quote statecode to 2, or does it use a different mechanism?

  2. What is the correct trigger or filter to detect when a Quote is marked as Won in Dynamics 365 Sales?

  3. Is there a different Dataverse trigger or action I should use instead?
    Environment: Dynamics 365 Sales + Field Service, Power Automate cloud flow, Sandbox environment.

    Afaik it should be possible, I just tested it in a  Sales trial instance. However, in the past I have seen instances where it didn't trigger. You might be able to add the statecode to the select columns as well. 
     
    Alternatively, you could also trigger on the orders table instead and just lookup the related quote instead?

    Btw, below was my repro in a Sales trial environment, if that helps?
