I have had a power automate created for several years that until recently has been working fine. The flow is an approval request that is triggered from a cell in excel for business. I have all the users for the site added as a "Run-Only User" on the power automate. Now, when they attempt to trigger the flow/power automate within excel they can see the connectors are valid with green checks, but when they click on continue, they receive an "A required connection for this flow is not set up in this environment. Ask your administrator to configure the missing connection."

If I add the user as a co-owner, they are able to trigger the power automate. 
I deleted all connections for one user and re-added them, did not remedy the issue.
I recreated the entire workflow to ensure no issues with the flow itself, but I am still getting the same error. 
 
  • Users can see all required connections.

  • Users have valid connections.

  • Run-only execution fails.

  • Co-owner execution succeeds.

  • Flow-owner connection succeeds.

  • All users began failing around the same timeframe.

    Since the flow worked reliably for years, all users started failing around the same time, and making a user a co-owner immediately resolves the problem, this is more indicative of a run-only execution or connection resolution issue rather than a configuration error in your flow. If the behavior is reproducible with a newly created flow, it is likely a service-side issue that Microsoft Support should investigate.
