For about 3 weeks I have been trying  to build a way to have someone fill out a form, then have the answers go to a word template on a SharePoint site, that approvers can then see.  The flow has been working great, but will not populate the word template...I tried Create file that does not work either.  Is this am impossibility?

what error appears when you update the Word file? If no error appears, have you
tried using the SharePoint action "Update file"? This way, you can add content to the file.
As a workaround, if you want to "Create a Word item," you could use the "Create file" action and add ".docx" at the end. This way, you structure and create a Word file.

    I hope this helps.

Please share a screen shot of your workflow so we can see how you are trying to do this. Being able to see what you've done will allow us to quickly see what the potential issue might be. Note, be sure to show the configuration of the actions and not a screen shot of just the actions used. Most issues are due to the configuration of the action and not the action being used.

I had to create a flow today to populate a Word template. The process is pretty simple:

This flow is manually triggered to populate a certificate, and it is creating the file in OneDrive, but the process is essentially the same for what you describe.

    1. Flow triggers
    2. Get the template with the Populate a MS Word template action and populate it with the values needed from the trigger, conditions, expressions, etc.
    3. Use a create file action for SharePoint (or OneDrive above) and use the body of the Populate a MS Word template for the file content and give the file a name with the correct extension.
If you post how your flow is configured, someone can probably spot the issue. You said it had been working, so post any error messages you are getting as well.
