Should the "Cancel all flow runs" button be farther away from "Get .csv file button"?

My team inadvertently/unfortunately selected "Cancel all flow runs" today, and I believe it could be avoided with some design change.

The "Cancel all flow runs" button shows up (greyed out) where the "Get .csv file" button will exist. I suggest that "Cancel all flow runs" should have a confirmation step and/or be located farther away from the "Get .csv file" button.

Note: In the attached video clip, all the runs show as failed, but that was just an example flow to illustrate the behaviour/relocation of the "Cancel all flow runs" button.
