Can't export solution

When I try to export a solution in an environment for a specific customer I get this error:
 
 
I didn't get this error before. I've tried setting the environment to administrator mode with background tasks enabled but this didn't make a different. Has anyone an idea how I can make sure I can export a solution again?

    Wow I haven't ever seen someone who's admin intentionally disabled this service.
     
    I will have to grab the PowerShell Command to enable it for you.
     
    I would ask their admin who/why did they disable it.

    @Michael E. Gernaey I also have admin permissions. I've tried to set it to admin mode and enable background services but that didn't make any difference. If you have any other place where this could be enabled I would like to hear that. As far as we know no configuration changes where made to the environment and suddenly it's not working anymore.

    For now I've fixed it by exporting the solution via PowerShell, importing did work.

    I was able to recreate it by setting it to admin mode with background operations disabled. It does take several minutes for it to update when you change those settings though so maybe when you flipped background operations back on, it still wasn't provisioned yet?

    Yeah its not automatic, like most settings it can take a bit, but that is the answer to how you fix it.
