How to Prevent New Users in Default Environment from Getting Automatic Security Roles?

Hello,

In my default environment, whenever I add a new user, they are automatically assigned the "Environment Maker" and "Basic User" security roles. However, I want to configure the environment so that new users are not assigned any security role by default.

How can I achieve this?
