Click the "Try for Free" button from the following URL:
https://www.microsoft.com/ja-jp/power-platform/products/power-apps/

On the displayed screen, enter your email address and click the "Start for Free" button.
Then, the attached screen is displayed, and I am unable to sign up.

How can I avoid this error?

The sign-up for the Dynamics 365 trial account has been completed, and I can see PowerApps from the menu, but when I click the button, the same error screen is displayed.
I can access the management screen for other services like Power Automate.
Lastly, the license associated with the target account is as follows.

    Hello  ,

Even though you see an active trial license for Power Pages, Dynamics 365, and Power Apps listed, certain restrictions could block access:
    • Developer/Trial licenses: The Power Apps developer plan requires registration with a work or school email, not a personal email. If you use an email that isn’t recognized as a corporate or educational domain, you may receive this error.
    • Licensing mismatch: Sometimes, even if a related service license (like Dynamics or Power Pages) is active, access may be blocked if the specific Power Apps license provisioning hasn't completed or must be renewed (especially with trial licenses).
    • Tenant or region restrictions: Japanese Microsoft tenants may have additional sign-up requirements. Trying from a different browser, clearing cache, or using an in-private/incognito window can sometimes work.
    • Account type: Make sure you are not using a Microsoft personal account (example: @outlook.com, @live.com) but rather a business account.
    • License assignment: If you're in an organization, check with your IT admin to ensure your account is correctly assigned the Power Apps license in Microsoft 365 admin center.
Given that other services (like Power Automate) are available, your best next steps are:
    • Double-check that the email address used matches your organization's domain and is not a personal email.
    • Confirm your developer or trial license is still valid and not expired.
    • Ask your tenant admin to directly assign you a Power Apps Plan 2 or Developer license.
    • Use a different browser, clear cookies, or try the sign-up process again in English to rule out portal localization issues.
If these do not work, contact Microsoft support for direct activation help.

    Best regards,
    Jerald Felix
