  1. Login to the application.
  2. Click on "Create request" button.
  3. Enter the required details and navigate to attachment section.
  4. Do not click on "Submit" button.
  5. Click on "Home" page agents are able to see the request in CRM in their view.
Expected:
  1. App should not submit the request.
  2. App should not allow the agent to work on the request before user clicks on "Submit" button on portal end.

    You do not mention what you have defined the Create button to call, e.g. a Web Page with a multistep form.
     
    I am assuming it is a Multistep form, as that is how the multistep form works. If you go Next on a multistep form it will save to dataverse. What you would usually do is on the first Step set a value (usually a Status Reason), and on the last Step set a different value eg. First Step to Draft, last step to Submitted - you usually do this using a Metadata record defined on the Steps in question using the Power Pages Management App.
    With the values set, you define your views for your internal users to not display Draft (they can still technically see the Draft ones if they adjust the filters etc, but removes the records from there general views).
