Power Apps can’t talk directly to a Zebra printer over Bluetooth from the TC-21. You need a middle tier (Power Automate or a custom API) that receives the label data from Power Apps and sends ZPL to the printer.
You can only push it using API or Power Automate both will make your APP premium Zebra have documentation how to send ZPL and what format they should be set to.
