ReportLevelFilter is not filtering the data, Bookmark export is also not working

Hello,
 
I am trying to do a PDF export for report where I need to filter some categories. 
I rechecked the filter syntax etc. and everything looks good. But each time the flow runs it just export all the data with no filter applied.
 
I tried using bookmarks for each of my filter value and then exporting the bookmark, but that didnt work either.
 
Kindly advise.

    Is it SSRS report?
