How to know if report hasn't been submitted in SharePoint list?

Is there a way to determine if an item (ex: monthly report) hasn't been submitted in SharePoint without having prepopulated items on a list?

Process starts as an auto-generated email with form to fill out. Form is filled out and submitted. Submission kicks of a bunch of approval flows, etc.

Is there a way to determine if said form has not been submitted?

How often do you want to check? What is the expected SLA?

Let's say you expect 10 forms to be submitted each day. So you can run a flow once a day that counts the number of forms submitted "yesterday" and alert if less than 10.
