I have an excel that is updated daily by my operations team. Power BI service refreshes are scheduled and they don't fail or show any error. when i open the excel, cut-copy-paste the rows, then the data get reflected in Power BI service. I am the owner of the excel document and it is shared with the team and they have edit access. Not able to figure out the reason for this.

Most likely what is happening is that the data hasn't been refreshed technically and in the API you are stilll grabbing the cached version.
Try to click on the button "Refresh All" instead of cutting and pasting, and see if you are able to get the updated data.
In that case, you could try writing an Office Script in your Excel to update the data, and trigger it daily in Power Automate before the refresh takes place.
