    What do you mean by retrigger a flow that has not been trigged in 28 days? If your flow has no runs in 28 days, what is your trigger? If it is when a new item is created in a SharePoint site, add a new item to the SharePoint site and your flow should trigger. If you are adding items to the site and your flow is not triggering, did you add trigger conditions to the flow? If so, what are they?
     
    Are asking how to restart a flow run that timed out or already completed? If so, go into the flow run history and find the instance. Click on it to open the instance and choose to resubmit.
     
    Or are you asking what I think @DJ_Jamba is showing how to do, which is you had a flow run that ran (like above), but you want to retrigger it and it is no longer in the run history because 28 days have passed?
     
    Please explain what you're really asking and add screen shots if needed.

    1. You need a separate SharePoint list with respective columns to hold the data for the re-trigger.
    2. You need a copy of your flow (Flow 2) that needs to be retriggered but its trigger will be When an item is created in the SharePoint list created in Step 1
    3. You need to handle all outcomes in Flow 1 using the Switch action e.g. If you're using Approvals, then your switch needs to handle cases for Approve, Reject e.g.
     
     
    4. However in the Default case, you need to create an item in your new list and populate all the columns with the data you need to trigger Flow 2 which is a copy of Flow 1 except the trigger will be different
