As described in Office 365 license guide, Office E3 License include uses rights for Power Apps ( Only standard connectors).
When assigning E3 license, it is possible to check or uncheck option "Power Apps for O365".
I did a test by unchecking this feature for a user account and i noticed that the user no longer see Power Apps in his office 365 apps list but he can still create power apps if he access Power Apps directly from this link : https://make.powerapps.com
The "Power Apps for Office 365" option in the E3 license is primarily a visibility toggle, not a functionality or entitlement toggle. If unchecked, it hides Power Apps from the Office 365 app launcher but does not disable access via direct URLs or remove entitlements to use Power Apps with standard connectors.
