Storage capacity usage with two bars under each category

Hello,
 
While checking storage usage after a failed attempt at creating a production environment, apart from noticing we are well over capacity, two bars can be seen under each storage capacity type. I can't find information about the possible meaning of this.
 
Can anyone explain what's the meaning of having two bars displayed like this? (almost sure there was only one when I checked a couple months ago)

    I think
    First Bar: Reflects the new storage model, which is currently enforced.
    Second Bar: Shows the legacy model usage, which may differ due to older accounting methods.

    I'm still unsure about the real purpose of the bar but quoting the answer I got from Microsoft support,

    Same issue, can't find anything in Microsoft documentation?
    It just showed up out of the blue, and now data is being populated?
    Why isn't there any labels on each line lol?
