Error in Power Apps

I am new to  Power Apps/Power BI. I have created 13 apps that feed into PowerBI.
 
I gave 4 staff members access to their apps, those 4 staff members have the following banner, "Error when retrieving data from network."
 
I have been working with one individual person on how to correct the issue. I have had them clear their cache. I have taken their data row limit from 2000 to 500, republished the app and had them attempt to use the new published app. 
 
Those 2 things have not worked. What are the other "fixes" to the issue?
 
Like I said I am new to power apps, any replies are appreciated with directions, thank you!

    There are many reasons that, that error can happen and would need more information. Can you do the following steps and share the information as well as explain where / what the app is doing (if you know which expressions are causing the issue).
     
    Please share that information as well as perform these steps. Then hopefully @WarrenBelz will get a chance to look and if you have shared this information by then he should be able to answer. We are on different schedules :-) 
     
    Please follow these steps to look into Live Monitor for possible errors

    1. Please go to PowerApps.com in the environment published
    2. Please click the Apps menu option on the left
    3. Find your App in the list and Click the ... at the end
    4. Click Details ==> Live Monitor
    5. Once it opens up, click Play Published App
    6. When that Tab Opens, Play your App, Cause the issue
    7. Go back to Live Monitor Tab
    8. On the right side, click the Properties (its vertical) to open the right side window
    9. In the Filter (Top Right) Type Error
    --See if you have any errors
    --if so, please scroll through them, real errors cause 4 lines (usually) of errors
    ----one of the 4 lines will populate the Properties window with 4 Tabs

    10. Grab the Response Tab
    11. Expand the Headers and Body Sections
    12. See if you can share or understand the error

    If this shows nothing please come back here.

    Thank you for sharing this information it will help. As the error from Monitor, when you look there will give you more information in the Body (step 11) then just that pop up, but sharing what your app does will help him give you a definitive answer.

    I gave 4 staff members access to their apps.
     
    The PowerApps have the backend connected system, do u provide relevant permission in the backend as well (i.e., If its sharepoint do you provide relevant access in the sharepoint level)?

    Responding to the tag, I think @MS.Ragavendar is on the right track here - it will most likely a permisisons/connection issue.

    Since the app works for you but not other users, it's likely because they don't have permission to access the data source. Depending on the data source you're using, you'd have to explicitly grant users permission.
