Copy files - Determine Destination by Matching Column Values B/W File & Folder

Hello,

New user here. I want to set up an automation that does the following:

When a file is created or modified in a SharePoint library folder and/or any nested folders
1. (Each file will have custom columns "Year", "Region", and "Tags", and "ID")
Copy the file to a folder in a different SharePoint site library (dynamic based on column values)
1. The destination folder must have identical column values in "Year", "Region", and "Tags"
2. The destination folder must also have a partial value match in column "ID."

I have tried describing what I want to do in CoPilot and am not having much success. I appreciate any guidance in advance
