Do Dynamics 365 Field Service licenses cover Dataverse triggers like when row is modified?

Hi everyone,

 

I have a question about licensing and Dataverse triggers in Power Automate.

I’m building a solution inside a environment where Dynamics 365 Field Service is installed.

The flows use the “When a row is created, modified or deleted (Dataverse)” trigger and Dataverse actions to automate Field Service tables such as Work Orders and Bookable Resource Bookings.

All users who will install and use this solution have Dynamics 365 Field Service licenses - no additional Power Automate Premium or Power Apps licenses.

Important context: The client’s main requirement is that the solution does not require any paid premium connectors. If a premium license would be needed for these flows, it would violate this requirement.

My question is:

👉 Are these Dataverse triggers and actions covered under the Dynamics 365 Field Service license, since they extend the Field Service app’s functionality?

Or would users still need an additional Power Automate Premium license to run these flows?

 

I’ve seen mixed information online - some sources say D365 licenses include Dataverse and related Power Automate flows within app context, while others mention separate premium licensing is required.

 

Could someone from Microsoft or the community clarify the official stance?

    In this case, Power Automate Premium License is not required. Since you’re using Dynamics 365 Field Service, the users already have Power Automate use rights within the context of that application. Flows that use Dataverse triggers and actions (like “When a row is created, modified, or deleted”) on Field Service tables such as Work Orders or Bookable Resource Bookings are considered in-app flows.

    Because these flows run in the same environment as the Field Service app and only interact with Dataverse tables covered by that license, they’re fully covered under the Dynamics 365 Field Service license — no additional Premium licensing is needed.
