Struggling to Setup Licensing Using PAYG

Hi Guys

I'm struggling to understand how I setup licenses for Copilot Studio using PAYG. I've followed instructions and setup a billing policy but, I'm still unable to publish my recently built agent. When I built the agent, I used a trial license and everything was fine. How do I setup the licenses? Do I need to pay for a Studio license first before using PAYG?

did you allocated quota (number of credits) to the environnement where the agent is ?
