What is the difference between Security groups and Teams in Power Platform admin center? Both Security groups and Teams uses Entra security groups so what's the difference? What parts of the environment can be restricted with Security groups? If the user belongs to a Security group that is assigned to an environment, can the user view and develop Power Apps in that environment or also administer the environment from PPAC?

Environment security groups

Teams is a Power Platform construct where you can define what kind of permissions they have
either Owner, Access or connected to a Entra ID Security Group or Office Group

Each Environment has a default Team where every user having access to the Environment will be added to.

I'd recommend you this microsoft documentation to better understand the security concept in Dataverse

whenever you create a new environment you can restrict access to it by selecting a security group.

With Teams you can further tailor specific requirements on that environment (read access to specific table, granting a group of people dedicated Security Role etc.) by granting permissions to a group instead of directly assigning them to a user.

I'd manage security groups and assignment of users to groups in Entra ID

assignment of permissions I'd use Teams in Dataverse and link them to a security group.
