looks like either You don’t have permission to create here or you dont have the needed licenses. Switch to another environment instead and create it there.
Fix
Click Switch and create.
Pick one of these:
Your own Developer environment (if you have one).
A shared production or sandbox environment where you have Maker or Environment Admin permissions.
If you don’t see a suitable environment, ask your Microsoft 365 or Power Platform admin to:
Grant you Environment Maker rights, or
Create a new environment for you.
for the second issue “Unable to open”
Means you don’t have permission to open this plan. Contact your administrator to give you access.
Fix
Confirm with the environment owner (Yusuf or your admin) that your account is added with at least Basic User or Environment Maker security role and make sure you have the right licenses applied if the environment is not a Dev environment.
In the Power Platform Admin Center:
Go to Environments → [Environment Name] → Settings → Users + permissions → Users.
Add your account and assign Environment Maker.
