Can't publish my agent even if there's a license

I encountered an issue when trying to publish my agents. I tried both MSFT default environment and a new dev environment.

A few weeks ago, I can still publish my agent. I created a new sandbox but the same error occurs.

Based on Copilot Studio’s documentation, the Copilot Studio license needs to be enabled in the admin center. I verified that my admin account already has it enabled by default.

The tenant itself also has the license.

Please let me know if I am missing something new. Or if E5 dev tenants / subscriptions can no longer publish agents, would there be alternative ways we can proceed with development work for proof-of-concepts?

Hi @CO-16090231-0

They just recently did some changes to licensing, its Microsoft, so my best suggestion is reaching out to them as many people are facing this with Trials.
