How to promote deleted files?

For my Power Pages site, I have multiple environments - dev, qa, and production. We do our work in dev, and then to deploy to the higher environments, we export the portal code (using `pac pages download`), check in to Azure Dev Ops to do a code review, and then deploy using `Power Platform Upload PAPortal` in an ADO pipeline.

Recently, we did a site refactor that involved removing some custom javascript from various pages. In dev, we deleted the custom javascript and everything worked as expected. We deployed to qa and encountered bugs due to the custom javascript still being present on the page. We also completely removed some pages, which deleted fine from dev, but did not delete from the qa environment.

What is the recommended way of deleting content to ensure it is actually removed from the upper environments (to reduce cruft and also prevent bugs)?
