Try these in order (most issues resolve within the first 3):
1) Open the linked Power Automate flow
Ensure it is turned ON
Run a test flow successfully
Reason: Copilot cannot save topics linked to invalid flows
2) Re‑authenticate all connections
Power Automate > Data > Connections
Fix or recreate any connection with warnings

3) Remove and re‑add the flow action
Delete the “Call a tool / flow” step
Save topic
Re‑add the flow action and rebind inputs
Fixes stale schema and binding errors
4) Check for DLP policy blocks
Power Platform Admin Center > DLP policies

Silent DLP violations cause save failures
5) Save a minimal version
Create a test topic with only the flow
If it fails > flow or connector issue

6) Browser sanity check
Try InPrivate / Incognito
