Publishing Agent connected to D365 Omnichannel Voice changes not applied

We are able to publish changes to our agent messaging in the conversation start topic. In Copilot studio it displays the updated messaging as saved and published. This agent is connected to D365 Omnichannel. However, when calling in after the publishing, our agent is not saying the updated messaging in the conversation start topic.
