D365 Customer Insights Journey - Use CSV files to define static segment membership

Since November 2025, we have been using in Customer Insights – Journeys the new functionality (currently in Public Preview) that allows creating segments starting from a CSV file.

Starting this week, the functionality has completely stopped working. When attempting to move the segment to “Ready to send”, the system returns a “Publishing failed” error and the segment is never published. This happens consistently and blocks any usage of the feature.

By reviewing Microsoft documentation and release notes, it appears that a platform release deployed on January 8th may have impacted this functionality.

This feature is currently critical for our testing activities, and at the moment there is no viable workaround. We have already opened a Microsoft support ticket, but so far we have not received any clear indication on root cause or resolution timeline.

Is this a known issue related to the January 8th release?
Is there any official communication or ETA for a fix or rollback?
Are there any recommended workarounds while this issue is being addressed?

Here is the documentation related to this feature:

I checked if there's a confirmed bug with CSV static segments after the Jan 8, 2026 release in Customer Insights Journeys.

There's no official Microsoft known issue listed for this. The release plan page (updated Jan 8) doesn't mention any regression or rollback.

The known issues page (Sept 24, 2025) doesn't list CSV static segment problems either.

FYI: This feature is still in public preview. Microsoft says preview features can have limited functionality and aren't meant for production.

    you can try:

Skip the UI CSV upload and use the segment builder API instead. Build your static members via Power Automate or HTTP calls to Dataverse.

Import your CSV into Dataverse contacts/leads first, then manually select members from the grid to build your segment.

If you're consistently hitting this, the best is to open a Microsoft support ticket.

Let me know if the workarounds helped.

Just wanted to check in and see if everything is working now. If you still need any help, feel free to let me know.

Also, if the issue is resolved, it would be great if you could mark the answer as solved so others with the same question can find it easily.

Thanks and have a great day!
