Power up Development enviroment

This is what I received when I try to set up the development enviroment - any help?

Warning Error occurred: You are not licensed for the creation of developer environments.

    But also please make sure you are in incognito mode and logged in as your Learner account

    I had a similar problem, and the way I fixed it was by using InPrivate mode in Microsoft Edge. I hope this works for you.
