I delete certain topics in my copilot studio agent but these topics never disappear.

    Deleting them from an Agent doesn't delete them from Studio, so they can be re-used in other places.
     
    You need to delete them from Studio itself. Think of it as "Delete from this Solution" versus "Delete from this Environment", for Power Apps components
