Get the message "you need a Power Apps plan"

I have created a Power Apps which uses the Excel connector to connect to an Excel sheet on SharePoint. Data is pulled via a flow. In the flow I have specified "Use this connection <email>" as opposed to "provide by run-only user". Reason being I have access to the SharePoint site that hosts the Excel file whereas the users don't have access.

The user gets the following error. Firstly am I right to say this is simply a license question as opposed to an access control issue?
If so does the user need to get licensed to use the Power Apps app or does this message appear because the app uses the Excel connector?
What license(s) do we need for this?
