Welcome page with starter prompts overrides the Conversation Start topic

I designed a custom Copilot agent so that every time a new conversation starts, the Conversation Start topic would be triggered and it actively redirected to one of my custom topic. This has been successful in test pane in Copilot Studio. However, when I published the agent to Teams and Microsoft 365 Copilot, the welcome page with starter prompts overrode the Conversation Start topic every time and passively waited for user prompt, which made it unable to go to the correct route that I set up. I needed to use 'restart' prompt to redirect it back to the Conversation Start topic. Any idea on how to disable the welcome page ?
