In the screen it ask you to send this capture to you'r Power Platform administrator wich seem to have put to restrictive access on the environnement (Environnement maker is supposed to be enough : https://learn.microsoft.com/en-us/microsoft-copilot-studio/guidance/sec-gov-phase3), you need to tell the admin this screen and, the all screen is better with the url and the name of the environnement you try to access
