This is difficult to explain but I'll do my best. 
 
Issue: I needed to setup a business rule that reassigned items in my model-driven app when the item met specific criteria. The business rule reassignes the request to a system user called # Portals-MAPS. When I made the modification in Dev it worked well. When I migrated to my test environment, a message appeared that said users did not have permission to reassign. Investigating this led me to see that the # Portals-MAPS system user in Dev had a different GUID than the one in my test environment. I located the corresponding # Portals-MAPS system user and migrated that user into my test environment and possibly soft deleted the incorrect one (I just can't remember doing that but it seems that that's what's happened).  My business rule worked perfectly in the test environment after that, however, upon going to my PowerPages forms to submit a request, I have been met with the above error message. I am of the belief that the system user I soft deleted might be the cause of this. 
 
I am curious to know if anyone has come up against something like this or has some insight into how a system user's dependencies could be checked in portal management and if there's anything I can do to restore the initial system user. Now, if you believe I'm going down the wrong path, please let me know that as well. Specifics would be helpful as I've been working with this solution for a year and have no documentation from the developers on how they set things up.

    Just reading again your question, and I wouldn't recommend deleting system users.
     
    That particular user is an Application Registration created automatically within the Azure tenant, and you shouldn't delete it at all.
     
    Records created on the Portal are automatically assigned to that portals user, is there any reason why you are manually assigning the records via Business Rules?
