Copilot Studio Agent Error in Teams chat

I have created an agent in copilot studio and shared this agent in Teams as chat bot so that the teams user can chat with agent.
This agent is connected to Fabric data agent. 
I have created an agent in copilot studio with our data team admin user. then I shared this agent to 4 members including me.
we all can chat with agent and however, after we made changed copilot studio for PAYG billing in power platform admin center and some users cannot chat with agent in 2 to 3 days after this changed. but for me, I still can chat with an agent in teams. only 3 old users are experienceing this below issue although we have tried sing-in/out teams, quit teams, and remove share permission and added again and unstall agent from teams and added again. When I ask microsoft copilot stduio, he can't answer the straight way and when I go to microsoft documentation that says we can only shared with security group. however, I can add new users and shared this agent and the new user can chat without error. Only the older users are experienceing.

    Did you try to clear local cached credentials from Teams? 

    Sometimes this issue happens - as you mentioned as new users don’t experience the problem, which suggests it could be related to old sessions with outdated manifests or credentials. Teams also keeps additional hidden caches and token stores that can cause conflicts.

    %appdata%\Micriosoft\TEams and also delete all folders 
    • Cache
    • databases
    • IndexedDB
    • Local Storage
    • tmp
    Reopen Teams and log in again.

    Try clearing the cache state using /debug clearstate, as described in the following article:

    Also, consider implementing best practices to ensure the user is on the latest version.

    Do you have the same issue if you use the M365 Copilot Desktop app ? In my experience, it's more stable.
