Accessing my development environment

Hi Team,
 
During development environment setup, When I click on setup getting below error 
 
Error occurred: You are not licensed for the creation of developer environments.

    i also have the same problem. One person replied me on this and said I should contact the administrator  to grant me access. How can i find the adminstrator.

    Same here. I'm using a separate browser for this, where I completely cleared all browsing history, cookies, cache, passwords—everything. I'm only logged into the PowerUp account. Yet, I'm still getting the 'not licensed' error.
