How to get Copilot agent to respond with URL

Is anyone familiar with how to get copilot to respond with a URL consistently? I am working on my copilot agent, here are the instructions so far

"Identify whether the user's question pertains to a Vulnerability Identification Ticket (VIT) or a commonly asked question. Note that the presence of "VIT" in the prompt does not always imply a direct request for VIT-specific information; it may be addressed by the knowledge base articles you are trained on.

If the question relates to a commonly asked topic, search the knowledge base for the most applicable answer and provide it, including hyperlinks. If the question is not explicitly listed, use your best judgment to generate a response but notify the user that the information is AI-generated and not sourced directly from the Vulnerability Management team."

So far it will answer the question, but it never gives me the links listed in the Knowledge base.

What options do I have? Id really prefer not to go down this path.
