I can't use the create Teams meeting action because my environment is limited, error always pops up saying MailboxNotEnabledForRESTAPI

I understand your frustration — these are known limitations of the developer/learner environment in Power Platform. Here's a breakdown of each issue with the official workarounds:
1. 🔍 Bing Search / Public Website Knowledge
Generative orchestration does not support Bing Custom Search as a knowledge source directly at the agent level in all configurations. However, you can still use public websites as knowledge sources by adding specific URLs directly via Knowledge → Add → Public Websites. Keep in mind that the URL can have up to two levels of depth (subpaths indicated by a forward slash), and the site must be publicly accessible and indexed by Bing — no authentication required.
As an alternative for richer web search, enable the "Use information from the web" toggle in your agent's Generative AI settings — this uses Grounding with Bing Search and requires generative orchestration to be turned on.
2. 📅 Teams Meeting + Outlook Connector (MailboxNotEnabledForRESTAPI)
This error has a clear root cause. It occurs because the Exchange mailbox associated with the account isn't enabled for REST API connectivity — typically because the mailbox doesn't have an Exchange Online license, is disabled, or exists in an Exchange on-premises hybrid deployment.
Fix: Go to the Microsoft 365 Admin Center, find your user, and assign a license that includes Exchange Online (e.g. Microsoft 365 Business Basic or Standard). After saving, the mailbox should be automatically set up for Exchange Online. Allow a few minutes for provisioning.
If you don't have admin access to the tenant, the recommended workaround is to replace the direct action with a Power Automate Flow that handles the Teams meeting creation or email sending using the Office 365 connectors — this is fully supported in the developer environment.
3. 🤖 What agents work well in the learner environment?
CDX demo tenant accounts without a Copilot license can create and publish agents, but grounded retrieval from SharePoint fails silently. For testing SharePoint grounding in non-production tenants, Microsoft recommends using the Microsoft 365 Copilot Developer License, which includes the required Graph and SharePoint access.
In the meantime, these knowledge sources work reliably without additional licenses: uploaded files (PDF, Word), Dataverse tables, and specific public website URLs.
