In my development tenant, I used a Power Automate flow to create approximately 10 folders within a SharePoint document library. Immediately afterward, I used another flow to generate file request links for each of these folders.
However, when I attempted to access the file request links, I encountered thoses error messages:
Too many requests
Sorry, there have been too many anonymous link requests for files and folders on this site. Please try again later OR
Sorry, something went wrong
Sorry, you cannot access this document. Please contact the person who shared it with you.
The last time the error persisted for approximately 48 hours, during which none of the links were accessible.
I have the following questions regarding this issue:
What could have triggered this error or temporary block?
Is there a way to check how long such a block will remain in effect?
Is it possible to monitor whether the site is approaching any usage or request limits?
Can this behavior be adjusted or configured in the SharePoint or tenant settings?
Is there any official documentation that outlines the limitations or thresholds related to file requests or folder creation via Power Automate?

Anonymous sharing link generation is treated as a resource-intensive operation. Running many requests back-to-back (even 10–20) can trigger the tenant/site throttling mechanisms if done rapidly. SharePoint limits how many active anonymous links can exist per site or tenant at a time — and how many can be generated per minute/hour.
