I'm new to power apps and power pages, so apologies if this is a super easy to answer question. I did some searching, but couldn't find a confirmed answer. I created a power app to track entry of data for our businesses internal use. I then added a power page so I could create a form so users external to our company could answer a form. If that form is built with dataverse, will those external users be able to use the form?

It is a little unclear from your description as you also mentioned Power App.

You can have an anonymous user submit data to Dataverse. Power Pages has an out of the box Web Role called Anonymous Users, which users who are not logged in will inherit from. What the anonymous user can do will be determined by the Table Permissions that have been assigned to that Web Role.

If what you are describing you have a Power App (canvas app) that you are embedding on a Power Page then you will have issues with licencing for the Canvas App for the anonymous users.
