Can't publish an agent even with license

I encountered an issue when trying to publish my agent. I tried both the default environment and a new dev environment.
 
 
A few weeks ago, I was still able to publish my agents just fine.

I created a new sandbox but the same error occurs. 
 
 
Based on the documentation, the Copilot Studio license needs to be enabled in the admin center. I verified that my admin account already has it enabled by default.
 
 
The tenant itself also has the license.
 
 
Am I missing something new? Or if E5 dev tenants / subscriptions can no longer publish, would there be other ways we can do dev or proof-of-concept work?

    Thank you for your question. It's frustrating when you're unable to publish a Copilot Studio agent, especially when you know you have the correct licenses and everything was working previously. This issue often comes down to a few specific configuration settings in the Power Platform admin center that can be easily missed.
     
    Based on the symptoms you've described and recent changes in the Power Platform, here are the most likely causes and how to resolve them.
     
    1. Check "Copilot Studio Authors" Tenant Setting
    This is a relatively new tenant-level setting and the most common cause of this specific problem. To enhance governance, administrators can now restrict who is allowed to create and publish agents. Even if you have a license, if you are not part of the designated security group, you will be blocked from publishing.
     
    How to Fix:
    As a tenant administrator, go to the Power Platform Admin Center.
    Navigate to Settings > Tenant settings.
    Find the setting named "Copilot Studio authors (preview)".
    Ensure that a security group you are a member of is added to this list. If no group is specified, add one that includes all your agent developers.
    Important: After adding the security group, it can take several hours (sometimes up to a day) for the permissions to propagate. You may need to wait before trying to publish again.
    2. Verify Data Loss Prevention (DLP) Policies
    DLP policies can prevent an agent from being published if they block the connectors required for the channels you are trying to publish to (e.g., Microsoft Teams, a public website).
     
    How to Fix:
    In the Power Platform Admin Center, go to Data policies.
    Select the policy that is applied to your development environment.
    Under the Connectors tab, check if any essential channels like "Microsoft Teams" or "Power Virtual Agents" (the former name for Copilot Studio) are in the "Blocked" category.
    If they are, move them to the "Business" category to allow them to be used.
    3. Trial License Limitations
    If you or your users are operating under a trial license, you can create and test agents, but you cannot publish them. The ability to publish is a feature of a full, paid Copilot Studio license. Your E5 Developer tenant should include the necessary rights, but it's crucial to ensure a full license is assigned, not a trial one.
    4. Environment Type and Permissions
    While you've tried different environments, it's worth re-confirming that you are working in a properly configured environment (not a "Developer" or "Teams" environment, which can have their own limitations) and that your user account has the Environment Maker or System Administrator role in that specific environment.
     
    In summary, the most likely culprit is the new "Copilot Studio authors" setting. Check that first, and if that doesn't resolve the issue after a few hours, investigate your DLP policies.
