My administrator is blocking my download of PowerBi Desktop.

Can I get through without it?

In answer to your specific question, you can follow the content of the Power BI module without access to Power BI desktop.

In terms of the Final App challenge, so long as you do well in fulfilling the remaining requirements of the challenge, you can still pass.

No, if the Admin has blocked it you should never do things like put it on disk, cd, thumbrive. these can severely impact the security of your network. Get an exemption.

You can skip the BI module, but a quick call with your IT should fix the issue.
