Drafting and Visualizing Topics | Which Tool?

Hi everyone,
 
we have just evaluated a few possible agents for our department and want to start with the development.

Given one of our agents will have a lot of different topics, some with a lot of depth and detailed decision trees - which tool would you recommend to draft those decision trees / topics in advance?

Is there anything better than e.g. Visio to do that?
