I can not see phrases when I create a topic from blank

I can not see phrases when I create a topic from blank. My goal is to create phrases to link them with quick answers.
 
I just see the "agent chooses". How can i solve this?

    OK, I found a more definitive answer. It is not a bug, its by design.  By default agents now use Generative orchestration, think instructions and AI.  To use traditional phrases you have to turn off Generative orchestration and revert to Classic orchestration.  You do that in the settings for the bot.
    Once you switch that you'll see Phrases in the properties panel for the Topics.  You can enter the phrases there.

    Not sure if this is a bug or the next evolution of using Copilot to build Copilot Agents.  You should be able to open the properties panel for the trigger using the elipses menu. That still works.  But the Phrases section of that properties panel is now missing.  So there is currently no way to add traditional phrases directly.  What you can do is embed them in the Instructions prompt for the trigger.  The example provided in the trigger is
     
    This tool can handle queries like these: test, run a test, start test, initiate testing, perform a test
     
    Just replace everything after the colon with a comma delimited list of your phrases.
