Shared Copilot Studio agent works for me but not for other users in the same tenant

I have built a Copilot Studio agent that works correctly for me as the creator, but when I share it with other users in the same tenant, they cannot use it.

 

What is the correct Microsoft‑recommended setup to ensure a Copilot Studio agent works for shared users, not only the maker?

Specifically, what must be configured regarding user licensing, environment access, and SharePoint permissions to avoid this issue?

    Roles for co-authoring vs viewing:
    • Co-authors need Environment Maker; when you share to collaborate, Copilot Studio grants Bot Contributor + Environment Maker automatically (assuming you have privilege to assign).

    • Viewers can chat without maker roles—if sharing isn’t restricted by tenant controls
     
    Licensing in trials:
    Building and testing in trial/dev is fine, but broad publishing and capacity enforcement follow Copilot Studio licensing rules; orgs sometimes block “self-service trials.” If sharing keeps failing at scale, check with your admin about licensing/capacity and trial restrictions.
     
    Since you are developing the agents you need.
     
    • Access to the environment to create content (you said you having developer environment)
    • A Copilot Studio Developer license.
     
    If you could create agents before, you may have been using a trial license. In that case:
    • Either your previous dev license expired (example you have a test / trial) or
    • Your admin restricted publishing permissions (this is a new feature).

    To ensure your Copilot Studio agent works for other users in your tenant (not just the creator), you must configure the following:
    1. User Licensing
    • All users must have the required Copilot Studio or Microsoft 365 Copilot licenses assigned.
    • If your agent uses premium connectors (e.g., Power Automate, AI Builder), users must have the appropriate Power Platform licenses.
    2. Environment Access
    • The agent is published to a specific Power Platform environment.
    • Users must have at least the “Basic User” security role in that environment. Assign users to the environment via the Power Platform admin center.
    • If the agent uses Dataverse, users need Dataverse access as well.
    3. SharePoint Permissions
    • If your agent accesses SharePoint (as a knowledge source or for data), users must have at least “Read” permission to the relevant SharePoint sites, libraries, or files.
    • Permissions must be granted directly or via group membership.
    4. Agent Sharing/Publishing
    • The agent must be published and shared with users or security groups.
    • In Copilot Studio, use the “Share” or “Publish” options to add users or groups.
    5. Connection References
    • If the agent uses connections (e.g., SharePoint, Outlook, Dataverse), ensure connections are set to use “User’s connection” (delegated) or shared appropriately.
    • Users may need to authenticate the first time they use the agent.
