Can't Connect Custom Connector as Action

I'm trying to connect a Custom Connector as an action on an agent. From the agent overview page...
  1. I click on "+ Add Action"
  2. I click on the three dots next to "Library"
  3. I click on "Custom connector"
  4. I select my custom connector that has been built and tested
  5. I select the connection that I want to use
  6. I click "Next"
  7. And then it just spins forever as shown in the picture
