Is this a customer connector of some sort and (I assume) it exists in the target environment ? If so, have you tried re-creating it in the target ?

It looks like the package import is failing because the flow inside the package depends on existing connections (such as SharePoint, Outlook, or Teams), and the import process expects those connections to already exist and be explicitly selected during setup.

Even though you’ve tried creating different environments, if the same governance settings, connection restrictions, or missing permissions apply across those environments, you’ll keep seeing the same error.

This often happens when the target environment doesn’t allow new connections to be created automatically, the user doesn’t have sufficient permissions to create or bind connections, or unmanaged customizations are blocked at the environment level.

Make sure the required connectors are already available and selectable, and the environment settings and security roles fully allow package imports and flow creation.
