Shared Copilot Agent link is opening for some users, but not others

We had a user create a Copilot Agent for their team.
 
They shared the link to the entire team, and we confirmed that the selection for "The link works for" is set to "Anyone in your organization".
 
When the team clicks on the link, half of them are given a popup modal to "Add" the Agent - the other half is just brought to normal copilot chat, with no indication that the Agent exists.

    This one.. I'd like to see the environment but no access :-)
     
    1. Verify the licenses of everyone (not just Copilot) but any Power Apps, Power Automate etc licenses that the one user may have and some others but NOT these folks
     
    2. Have the admin check the M365 and Teams admins to look at the App there. See what its sharing is set too etc. The admin can then check out not only the users but the Apps and can look at publishing it themselves to try to force it
     
    3. Verify that the users are on the Work Tab or the Web Tab in M365 so that maybe why they dont see it

    Please check if the users has M365 Copilot License, if not at least a PAYG policy setup for all the user accounts in the organization.

    Also, check if the link of agent is enabled publicly without any VNET support enabled in the environments, If so the users can't access it through the internet.
     
    If you or anyone who has admin access can see in power platform if environments are connected to any enterprise policy(If so there are chances that it is VNET Integrated check the policy in azure portal)
