I am a System Admin for a particular Power Platform environment. When I look at the environment in the Power Apps Maker Portal, I can see the following:
From the Apps side menu:
All model-driven apps
Canvas apps that have been shared with me
From the Flow side menu:
Flows that have been shared with me
From the Solutions side menu:
All the solutions in the environment, and their content. This includes apps and flows that haven’t been shared with me.
Therefore, if a app or flow is not in a solution, I cannot see it in the Maker Portal.
When I look at the environment in PPAC, under the resources section I can see the following: Power Apps:
All Canvas and Model-Driven apps in the environment
Flows:
All flows in the environment
Does this match everyone’s understanding?
The reason I ask is that a Vendor has created some apps and flows that I can see in PPAC, but can’t see in the Maker Portal as they don’t appear to be in a solution, as I would have expected.
If you have not been set as an Owner of the Flow etc (can apply to other object as well), it can be hidden from your view (even if you are System Administrator).
There are also different solutions that may be in play, if the Flow is inside a Dataverse Solution, then you as a System Administrator in that environment should be able to see the Flow inside the solution - however Flow also has its own Solutions and if they are deploying using those Flow Solutions rather than Dataverse Solutions you can still have the Ownership visibility issue. Believe a O365 Global Admin from Powershell can see them all.
Your observations match the standard behavior of Power Platform tools. The Vendor's apps and flows are likely unmanaged (not in solutions) and not shared with you. Moving these resources into solutions and adopting better sharing practices will enhance visibility and governance.
