'Send an email' doesn't work even though the dynamic content selected is correct

I created a Condition step where if the approval status changed to 'Approved', it will send an approved email to the person who made the request via Microsoft form. And this works well when it got approved. But when I changed the approval status to 'Rejected', it doesn't send out the rejection email. Both 'Approved' and 'Rejected' status change have the same setup for the 'Send an email' step (see screenshot attached). The error that came up for the 'Rejected' condition is "Bad request - To Field cannot be null or empty", which is strange because it IS not empty or null.

I would suggest you to add the compose action before both send email action.

Use the same dynamic value currently used in the To field and then run the rejected scenario and check the Compose output.

If Compose output is blank, the email action is correct to fail.... from that you can identify the value are coming as blank that is causing the issue.

Another to I would suggest you to use the Email of the user, you have configured as To i am not sure what value it hold its name or some other.

Have you looked at the failed Flow and checked what is actually coming through in the Title value ?

You don't need the extra condition in the If No channel. Just have the 1 condition: if Approved is equal to Approved then send an email, if not send the other email.
